- heads the structural unit entrusted to him — the procurement management department.
- Ensures the organization and implementation of procurement procedures of UMS LLC in accordance with the law, including in electronic form.
- Determines strategic directions and goals for procurement activities at the UMS LLC level.
- Provides procurement planning;
- Makes a decision on the choice of the type of procurement procedure in accordance with the law;
- Provides, in accordance with the law, explanations to participants in procurement procedures on their requests related to goods (works, services) and public procurement procedures;
- Concluding contracts with participants in procurement procedures recognized as winners, as well as ensuring their execution;
- Organizes compliance with the requirements of legislation or the constituent documents of UMS LLC on the need to approve the procurement process of UMS LLC by the founders and the Supervisory Board.
